PARAGUAY: Duarte beavers away for dam deal

It is very far from an agreement to renegotiate the Itaipú dam treaty but Paraguay's President Nicanor Duarte did manage to win a minor victory on the sidelines of the latest Mercosur summit when his Brazilian counterpart Lula da Silva promised to overhaul the exorbitant interest-rate payments Paraguay faces on its US$18bn Itaipú debt. The new arrangements should save Paraguay about US$100m a year.
